Summary: Eliot Ness goes after Frank Makouris, a mobster who controls the New York fish market business. In return, Makouris goes after Ness and the Syndicate sets up one of Frank's hoods, Lenny Shore, to take the blame. Only Lenny survives and decides to get revenge.
