Summary: Nero Rankin is elected chairman of the Syndicate, but there are mobsters who aren't happy with his appointment. When Eliot Ness launches a national campaign against speakeasies, Rankin strikes back by ordering his men to gun down pedestrians and turn the public against Ness.
