    The problem is that every positive quality is hopelessly undermined by a single flaw: the game just doesn't work.

    It's not very realistic - the A.I. is really dumb...Even though Pandora Tomorrow looks and feels a lot like Pandora Yesterday, that doesn't mean it's not a good game. A little slow, a little frustrating, sure, but still fun. [May 2004, p.78]
  4. The game basically controls well and looks good, but it's difficult to the point of excess, and it has no lasting appeal once you get through its nine tough missions.

    We're just a little underwhelmed that the sequel is a slight update to last year's game. There are definite improvements to the design, sure. But the weaknesses of the original game shine through even more strongly in Pandora Tomorrow.
  6. The bottom line is, if you played the first Splinter Cell on GBA, there is absolutely no need to play Pandora Tomorrow as it is the same game.
  7. Graphics and sound are excellent, but the level design is uninspired and repetitive. Its control scheme is effective and easily mastered, but some of the moves are clumsy to execute and can lead to costly mistakes.
