Though the Chaos mode great fun, there really isn't much to enjoy beyond this. The wealth of game modes, secrets and graphical wizardry we saw in "Kung-fu Chaos" is simply lacking in State of Emergency.
-
Game InformerAs far as multiplayer enjoyment goes, there are definitely some fun modes and a lot of room for craziness. [May 2003, p.91]
-
If you just wanna run around and bust heads, this mindless, Mature-rated game is for you!
-
Some of the best multiplayer carnage available on the Xbox.
-
At $20 and with its multiplayer mode, State of Emergency is worth picking up by anyone in of some incredibly mindless destructive fun.
-
An additional year of development time after the PS2 version's hot-then-cold reception, really should've yield something more than a just a decent port.
-
It's too one dimensional – violence being the answer to all the Revolution missions without a stealth objection or changing environments to consider.
-
SOE's uninspired gameplay, which essentially boils down to "run here, beat up this person, return," repeated over and over and over again seem to be its greatest weakness.
-
Official Xbox MagazineAfter 20 minutes of watching people run around crazily and aimlessly, you realize that they're mostly just window dressing for very basic, uninspired, beat-'em-up gameplay that we've all played before. [May 2003, p.74]
-
Instead of going back to the drawing board, Xbox SoE coasts on cheapness -- but new multiplayer modes are what sweeten the deal.
-
Electronic Gaming MonthlyThere's not much of an actual game here. [May 2003, p.134]
-
If you played SoE on the PS2, chances are you probably won't need to pick up the Xbox version unless you really want some bargain multiplayer action. If you've never played SoE, you'd be hard pressed to find more value for your gaming dollar.
-
Xbox Nation MagazineDon't bother with the single-player mission-based mode, however, as the chunks it blows are considerably oversized. [June-July 2003, p.93]
-
Even with these improvements, State of Emergency is still a relatively shallow game that focuses on in-the-moment action, offering no real depth or continuity.
-
The problem with State of Emergency is that it doesn't advance in any way. The things you're doing in the beginning are the same things you'll be doing at the end.
-
In "Revolution" mode-a series of nearly identical, frustrating mini-missions-the jackbooted thugs, now armed with pistols, make life much tougher. (Deeply flawed camera views don't help.)
-
GMR MagazineIt never really evolves beyond the point-to-point errand running through relatively small environments. [May 2003, p.69]

Apr 28, 2021I have great memories about this game and the hours I invested in it and I would play it again to remember the past
-
ArmandilloD.Sep 7, 2005This game is OK for the first couple of hours... after that, it really sucks. You have to do almost same thing, again, agian and again...
