To understand the controls of this game, it's wise to check the tutorial and the manual first. About the game, the graphics are just fine, but the music will annoy you soon enough and unfortunately there are more lacks which will cause irritations. Despite all this Tropico 3 has become a decent game, but it's definitely only meant for the fans of this genre.
-
Overall, Tropico 3 is a fine city management game, provided that you don't mind that it's essentially just Tropico with a modern game engine.
-
Maybe it's the classic, solid city-building gameplay. Maybe it's the unique style and sense of humour. Maybe it's the fact that, despite all the niggles, the game is still so absorbing you can spend hours on it without realising just how much time you've wasted.

So addictive you'll be playing for weeks. [Jan 2010, p.108]

Whatever you do, don’t lose your palace or else it’s game over. Hire secret police, win over the militarists and build up army as the KB, the CIA and rebels will make several assassination attempts to call the end of your reign. It’s this type of problem solving that makes Tropico 3 a rich title with plenty of things to do.
-
This genre is notably absent from the console world. A number of real-time strategy games have made in-roads in establishing this almost PC-exclusive genre on consoles but until mouse and keyboard get the nod, it has hit a wall. I'm just glad it has done so with a steel drum beat.
-
It’s a real shame that the campaign plays second fiddle to challenges for drama and certainly entertainment, as Tropico 3 still has a fair way to go before it makes a significant impact outside of the PC world.
-
A good game partially ruined by the complex control system. If you can, buy the PC version.
-
Rebel coups and corruption aren't the only things you need to worry about in this somewhat problematic, yet still addictive, port of Tropico 3.
-
After playing both versions of the game, I'd recommend looking at the PC version instead of this one if both are an option to you. If not, keep in mind that the Xbox 360 version of the game is going to take some patience on your part. You'll need to deal with a clunky interface, long stretches of do-nothing time, and a difficulty curve that's barely a speed bump. Other than that, it's a day in the sun.

X-ONE Magazine UKA steep learning curve and a complex play style stop it from succeeding. [Issue#53, p.90]
