Summary: Since Froggy's birthday is February 29th, he only gets to celebrate it once every four years. As a result, he always cries when he attends other kids' birthday parties. The gang decides to throw him a surprise party to cheer him up. Froggy overhears their plans, but misunderstands and think he's being left out for being a sourpuss.
