Summary: It's the annual day of the year when Mayor Meanswell announces a new LazyTown rule. He's scheduled to make his announcement at 3 o'clock, so he goes off to do some butterfly-catching until the time comes. Robbie Rotten catches wind of the announcement and dresses up as the mayor.
