this episode by itself isnt amazing. but it leads up to an absolutely fantastic second part that makes me cry every time.

Just like the Christmas Invasion, the first two thirds of Army of Ghosts are some of the most mediocre minutes in the entire show. But the last third is a brilliant Cyberman invasion plot that leads to some fantastic finale staging and twists.
