This is a game about a partnership between play styles, and one that wouldn’t seem to work on paper, but like all good buddy relationships, like Starsky & Hutch themselves, it comes through in the end.

Compatible with a driving wheel and a light gun, which means that the game's missions can be operated cooperatively with one person driving and one shooting. [17 Oct 2003, p.L2T 20]

It the best drinking game we've played this year. [Aug 2003, p.32]

While the drive-and-shoot gameplay of Starsky & Hutch unavoidably becomes repetitive, the solid level design and great two-player mode combine to make it one of the best budget titles for the PS2.

Don't let the crappy nature of the game's graphics fool you - this is an action-driving romp combining all the best bits of "Stuntman" with none of the teeth-grinding elements. [Nov 2003, p.48]
  6. The gameplay isn't terribly deep, and the story mode isn't very long, but the game is still mildly enjoyable. What Starsky & Hutch does best is pay homage to the wonderful clichés of 1970s cop shows.

The biggest turn off is that the game is just way too repetitive, but questionable controls are also an issue.
  8. Although persistence is rewarded with a host of unlockable cars, weapons, interviews and the like, it's doubtful whether you'll have the desire to get drawn into the experience as obsessively as the developer requires you to.

My favorite level was when I chased a car around for 10 minutes, trying to destroy it. Wait, that was my least favorite level. Wait, that's EVERY level! [Oct 2003, p.123]

After two or three missions, you'll find the range of missions is incredibly small, the gameplay is overly simplistic, and the style of graphics and dialog to be more of an annoyance than a cult bonus.
  11. The ability for a player to drive Starsky’s Torino while a second player blasts away Hutch’s Magnum using a GunCon peripheral adds a modicum of multiplayer worth to what is otherwise a deadly-dull and repetitive clone of a dozen similar (and much better) action/driving games.
  12. The best part of Starsky & Hutch is that it only costs a Jackson, which makes it one of the highest quality "bargain" games yet for the PS2.

The driving and shooting action served up here is fun in its simplicity for a while, but my interest waned before I even finished the first of the game's three seasons. [Nov 2003, p.93]
  14. Electronic Gaming Monthly

The whole package amounts to a single "Vice City" car mission in which you tail jalopies along rigidly scripted trails, but without the room for improvisation you'd find in "GTA." [Nov 2003, p.173]
  15. Official U.S. Playstation Magazine

An uninteresting, repetitive driving/shooting game with unfunny quips and painfully bad cut-scenes. [Nov 2003, p.142]
