Naruto Shippuden: Ultimate Ninja Storm Revolution isn’t the revolution it could have been, and even though it took some logical steps in the right direction to improve the one-vs.-one fights with new mechanics, the story, missing cinematic action and the new battle system feel like Revolution has taken the series one step forward, but two steps back.

Except for the huge selection of characters, there's no real reason to pay full price if you already own the predecessor.

You can just watch the cut-scenes and attack animations on YouTube and save yourself time and boredom, because the combat system is poor compared to other Gundam style games. [13/2014, p.65]

Fun enough in its own right, but lacking in a number of ways when compared to its predecessor. There isn't much in the way of new stuff for Naruto fans to squee over, and as this is a game based around making Naruto fans go "squee", that's a bit of an issue.

If you're a big fan of the Naruto franchise, like me. Then you will not be disappointed.
The game features over 100 playable ninja that we all know and love mixed with fluid, fast paced and smooth brawling gameplay. This time around you'll get to choose between 3 types before fighting. "Ultimate jutsu", "Awakening" and "Drive" and unlike Storm 3 which gave you all of these at the same time which makes the fighting more unique in a sense, you have to make the fun and right decision (Won't go into detail on how each one of these types works tho). Combos display characters traits and style in a very accurate fashion which is pretty cool and Ultimate Jutsus and Team Ultimate Jutsus are truly awesome to behold, for example: Itachi x Shisui, Obito x Madara, Ino Shika Cho etc. This game features no cannon story mode to explain the events of the anime and manga but it has a single player World Tournament mode to find out who's the greatest ninja of them all which can upset some players who wishes to follow the main story of the show. If you have some favorite character from the franchise and wish to challenge someone over the internet then you can overlook this "incident" (personally I like the World Tournament mode) but don't forget that the game also gives you the chance to play the origin story of the Akatsuki, the two Uchiha and team Minato's story which are filled with exclusive and well made animated cutscenes. Exciting stuff indeed, The game might have some issues with low end computers and online gameplay might lag for some people but I myself haven't had any trouble related to crashes or lag so in my honest opinion the game is very enjoyable and fun online and offline, amusing to play with friends. Also; Customization has been added to give your favorite characters some well deserved accessories, like adding an Anbu black ops mask to Iruka. (Fun to play around with!)
Remember now, this is just my opinion on the matter so no hard feelings, cheers!
To sum it up: Smooth and enjoyable gameplay that on higher levels is like chess (you have to be one step ahead of your opponent), lots of characters to choose from, awesome Ultimate Jutsu's and combos, enjoyable with friends online and offline if there isn't popping up a transmission message every second that is, a game for the Naruto lover.

Otherwise wait for the price drop to make the purchase.

+ Graphics and moves are deeply flashy like the anime and felt truly cool to pull off.
+ Refined fighting mechanic that is easy to learn includes guard break and counterattack to help balance out the problems but very hard to master using these since they are about timing.
    + Includes Japanese language choice
+ has a world tournament mode to unlock items in and do special mini games for the collectionist
+ Fighting feels a lot more refined and fluid
+118 characters and two different support with a great amount of combination to create
+ Lots of unlockables, character aesthetic customization and secrets to unlock in the various modes.
+ Easy to learn, Fun to play, but hard to master. Not to be taken too seriously
+Mecha naruto story mode is different.

    - No hands on tutorial for new players, but you can read from the menu and learn it since its easy.
    - Ninja escapades story is short 1 hour and 30 mins, the mecha naruto seems to be longer.
    - Network play depends on who is hosting, can be laggy at times well, most of the time its a lagfest and really unenjoyable because of this if you are matched with low pinged players OR maybe its the net code not sure but holy lag.
    - If you get matched up with a pro, you're 90% guaranteed death lol unless you get lucky somehow
    - For the price of 49.99, you'll have to be die hard, because this one is focused upon the fighting mechanics' online play, unlocks and ninja world mode. There isn't much to story mode this time around.
    - The epic scores and events aren't in this version (Mecha naruto end battle was the only part)
    - If you are coming into this game thinking its a serious and very competitive game, then you got it wrong.
    - The lag is now unbearable online and a real turn off, as if every player is lagging I can turn on injustice or ssf4 fine without atrocious transmission or lag against other players.
