The panels convinced me that this game is going in the right direction, and I think everyone should at least give it a try.

Going to war against other factions, making business deals, taking over an opponent's racket and building your empire is such a fun, seamless design - I'm surprised to see how well a turn-based strategy game merged with RPG design with missions and characters would turn out. It's actually amazing, check it out. Expand

This review contains spoilers, click expand to view. Not a very bad game, but a lot of wasted good ideas. It looked so fresh, so multidimensional. But sadly, it is just an illusion. At first I tried Angelo Genna at middle difficulty, just to get used to the challenge. I gave it up after a couple of hours, because it was too easy. I chose than the character of Frank Ragen on the boss difficulty. After 3-4 hours you get on a level on which you will be able to get a 3-4 gangster crew and you become unbeatable. You do not even have to use all synergies with your gangsters, a doctor and hired guns are enough. I haven't even tried con artists or demolition experts. I had a pretty easy tactic: got more and more excellent rifles / sniper rifles. With those it is one shot, one kill. Frank Reagen had the homerun special skill, which is a melee ability that kills pretty much everyone or does a KO with very significant damage. In the first couple of games I used it on quite everyone, ran around the houses, and waited for the cooldown to use it again. But after some fights Franks gets better and better. The police never bothered me, I only had to pay them 3-4 times during the game. The FBI and the Buerau of Prohibition is also mentioned, but I never got to fight them.
There is no real story to every boss, its really a sandbox and unfortunatly that makes it somewhat boring too. After you have beaten 2-3 other bosses, you will have such a big empire that allows you to always have some cash. So you can hire more gangsters and develop them.
That causes problems I used to encounter in other games like Civilization. It is pretty tough to create a new empire in Civ games, but once you have reached a size - maybe 1,5-2 times as big as the score leader, you will have no more challenges, you can quasi steamroll everyone else. There is no late game challenge, you just have to endure every turn until you conquer everyone or reach scientific victory. With Empire of Sin it is the same, once you have the 3-4 men crew + gang leader you are pretty much unstoppable. To the other aspects of the game:
    1. Graphics are really nice.
    2. The management side is not good. It promises so much with the synergies, ambience and advertising of your speakeasyes / brothels, management of your breweries, but its not worth it. Developing these buildings is really expensive and you do not get the payoff. It's much easier to fight your way to the top by killing the bosses.
    3. Diplomacy and trade. Really bad. You can make mutual benefit trades, which help your rackets, but it does not matter whether you insult your future partners or just try to be kind. Selling booze and other stuff is not really developed either. There were options that the game never used (ask for a favour etc.). It's like a really colorful facade, with nothing usefull behind it.
    4. Technical issues. The game breaks down quite often, I had a lot of these. Twice one of my gangsters simply dissapeared. You could see his character sheet and that he is still employed, but the character wanished and I couldn't find him again. The combat froze multiple times. Once I automatically lost a mission one second after it begun and I couldn't discover why. You can either run to a location or "travel" which is teleport. While running time goes faster, so you can spend days with running. Sometimes "travel" did not work, I clicked and nothing happened.
    5. AI. The AI is dumb. You easily can take out the bosses one by one. They don't ally themselves. While combat, you can have a better chance even with your weaker guards if you go into a room and let them come in while switching to overwatch. They come in like sheep and you can slaughter them. Boss fights are only dangerous with the bosses that have long distance rifles or sniper rifles. But this fades really quickly after you get your own special rifles and sniper rifles.

So overall it is a mediocre game, but maybe just because I like turned based X com style games. It is really sad, because it teased so much. The AI, the police, the trade mechanics they all could have been fixed to get a better game.

The Safehouse changes and combat improvements have made a massive difference in the game since launch. The MVP here is the new auto resolve combat. It's a tremendous quality of life improvement. I love resource management games, and this game has a little of that with the alcohol distribution system.
NOw, I did find...A LOT of bugs and unbalanced issues. But the trying and playing was all the fun.

I would like to get in touch with the developers though because I think I have a LOT of information on about how to improve the game.

    PRO's:
    1- Fun combat
    2- Enjoyable gameplay
    3- A lot to do
    4-Nice variety of weapons/gear

    CON's:
    1- Not enough variety weapons/gear ;-)
2- Unbalanced (As of writing this review)
    3- Somewhat stale story telling
4- Maybe a bit to easy.

My biggest gripe however is that the AI is just vERY very dull and passive. Once they get to about 15-18 rackets they just STOP expanding. Doing absolutely nothing but wait for their inevitable demise. At no point in any of the difficulty's did I experience an AI that I could not handle.

Being at war with one of them is more tedious than challanging. You are mostly vastly overpowered compared to them so running around and dealing with their "soldiers" is more of a chore than threat.

Do give you an example, my rackets run into the DOZENS, up to like 50-60 sometimes even higher.
So imagine the AI only having 15. You`ll make vastly more amount of money and can thus afford all the best gears and gangsters to give yourself a huge edge. (Even on hardest difficulty)

Also the "Money making" system is completely busted. Here is how I broke the game:

I only build brewery's. That's right. NO brothers, NO speakeasy's and NO casino (NEVER build Casino)
Just BREW bear and sell it straight to the market/minor factions.
All your gangsters get a part of your income, sometimes as high as 10%. So imagine having 9-10 gangsters who can take upwards of 80-90% of your total profits...thats right....
BUT...if you sell you alcohol directly to the minor factons, your gangsters won`t see a DIME of that.
SO I always make sure I have a NEGATIVE income, so that my gangsters take their minimum cut from my profits.

ANd then I just sell all my alcohol to the factions and make THOUSANDS...
I.e. 100 wiskey sells for $4.000 so.. With 50-60 rackets you`ll be making around a 1.000 Whiskey or more, you do the math.

    Easy wins.

Anyways, great game. Would recommend. But highly unbalanced at the moment. DEV`s are working on patches and improvements though. So I doubt this review will remain accurate.

One thing I'd like to focus on: I love the RPG side of each gangster with unique backstories and personalities. It feels like every time I boot up Empire of Sin, there's always going to be some crazy stuff going on with my gangsters. I think it's fair to say that one of the 'high selling points' of this game is the randomness of it.

This is a review of the game's current state:

BUGS: I found no major bugs during my playthrough aside from stupid AI. The rival gangs just don't seem to expand in a way that makes much sense, it's as if they just stop at some point and the play gets a bit predictable atp. In the sense of LITERAL bugs though; Really, the worst that I saw on launch is *mostly gone - I think that Romero Games has managed to stabilize it fairly well over the months so if you're concerned about crashes, don't be. I think though there's a precinct update coming so this review (and critique of AI) could be completely different depending on how much that overhauls the current systems.

STORY: Really fun. There's a lot of missions and stuff to do around the city. Boss missions are different depending on who you play. There's 13 bosses so I can't really see you running out of things to do.

MUSIC: Probably the best part of the game.

It's good, but there is the possibility for one amazing game here. With a bit of push, balancing and depth, I can see the current systems becoming all the more enjoyable. 8/10.

Now, if I can hold your attention for just a moment... And maybe convince you to give this a go... Allow me.

Empire of Sin definitely was a struggling title for a while. I think some people even avoided it because of the cred it built in December. It was buggy, unrealised and a nightmare with its UI. Seemed like everything was on fire for a bit for both Paradox and Romero Games. I couldn't even play the switch version for a while since it was so choppy...

Though things were handled it seems. The game has been out for a few months now and over those months we've seen patches 1.03, 1.04, 1.05 and got a future content announcement at PDXCon. I've been playing along the way and found that the largest improvements were:

    1. Changes to safehouses (you now have to discover them instead of them being revealed)
    2. AI changes
    3. Mission fixes
    4. Auto-resolve
    5. New thug models

Those are just some of my favourites. There's been a lot of depth put into the game though and I especially have to applaud this game's visuals on Switch these days. They have really improved in so many ways since launch.

All in all I think that I'll keep waiting for more content. I have high hopes for this game and am quite sure that its going in the right direction. I think you should give it a go if you haven't.

day 4: guess what? blue screen. try and load. nope. theres another 5-7 saves that don't work. i still start again. thinking i better just rush through this game just to get my moneys worth since saves don't work. i cant save my progress.

day 4 continued: after doing some thinking. why am i buying this game to rush through to the end? it might be the only way to progress. i paid for this game, why am i being forced to just rush through to the end. i will wait for update.

and thats when i saw it. this is a paradox game.
i never knew or cared to research. it looked like a good game.

the chance of getting an update that actually fixes the game is slim to none anytime soon.
i would not have bought this game if i knew it was paradox.
i had already felt ripped off buying a game from this company.
i would not have done it again if i had known.

funny how all those paid sponsors playing the game before the release, before the patches... forgot to mention all the bugs.

no wonder they skipped missions and just ran to take people over. because the missions don't all work.

this game has potential. but that potential will take much time to reach.
the time i played i enjoyed. but this is like a demo. you can only play 5 hours and then your save doesn't work any more.

buy this game on sale after checking patch notes to make sure there was a patch to actually fix this mess of a game.

do not buy this game full price.
do not buy any paradox game full price. if at all.

i'm going to rate this in 3 catagories game 7/10. its good i like it. it is lacking some on the business side of the game. and i wish you could hire guards along with the characters. if you end up in a war you get 5+ events in a row where you can't even move. you have to use guards at your rackets to defend attacks over and over. i don't mind it but many want auto-resolve function. update quality & frequency 1/10. these updates suck. one was the size of the game. which actually triggered no saves working for me atleast. the ui still hangs off the screen. the updates didn't fix anything major. they had one day 1 patch. another day 2 patch. seems to have made the game worse for me since i can't turn off the game or i have to start the the beginning release choice 1/10 with games like doom, wolf 3d, quake... you have a name, people love you why would you go with some bum company. they are trash. paradox games is the worst i have EVER seen for updating, fixing games. games i played for countless hours on pc, have ported with paradox. lets just say i no longer play those games. paradox will make you no more. if you want to release a good game. then neglect the game. all the bugs. put out 2 hotfixes that don't fix everything you list. until you release a dlc. how many people do you think are really going to buy the dlc? the game has a 4 user score. your losing customers your scaring off repeat customers and anyone who researches before buying won't buy your games again this is good business policy? this is a demo game i payed for. no saves work im going to put this edit in: if they update this game in a reasonable amount of time i will change my rating its already an unreasonable amount. but i am willing to be more reasonable for now

    - The police does nothing.
    - Unfair for the player sometimes. If you own a business its guarded by 2 weak npcs but if the AI owns the same place is guarded by 5 with better skills and weapons. While you can only manage to attack with 3 gansters the AI can attack you all the time with 20 even if you own more territory and have more money the AI gangs starts with tier 2 holdings...and a big etc.
    - The black market seens pontless, just for sell your crappy gear.
-As others said dumb mechanics like drive a taxi to an enemy safehouse and finish a war in 1 combat and no way to avoid killing your gansters friends in those fights.
    - No multiplayer, just a skirmish kind game mode flavored with uninteresting background history with only one victory type: Elimination.
    - The background music is acceptable.

Basicly this games gives a mix of features from other successful games but noone of them well developed for the price of 40€ plus a 20€ dlc from the release day, obviously formed by cut content just for grab more money from our wallets with this unfinished game not even tested properly. I have no hopes for this game since paradox is the publisher not the developer. Avoid this game for now.

There is a lot of things that “Empire of Sin” wants to be. And if you are looking for good news under a bad score: It’s all there. But like most Paradox games that just came out, especially new franchises, they are not yet in place, badly balanced, bugged out or so disconnected that they hold up the flow a game of this scale needs to stay a game and not become busywork.

There is the promised round-based combat, comparable to the X-Com-franchise, but right now it lacks tactical depth, and an AI that is able to think a round ahead, having it’s units work together. It offers a lot of inventory choices, specializations and classes, but only one kind of encounter in one type of 2-dimensional environment.

There are the promised management and empire-building aspects, coming with a very pleasant presentation that makes this procedurally generated Chicago more than just a map. But only 5 different business types with 5 very generic “ambiance” upgrades don’t make it feel like your business. There is borderline no customization or actual management happening; you don’t set prices, you don’t actually hire staff except for guards that come with upgrades. There is no personal touch possible, and while you can get some moodlets in your joints they can be safely ignored outside their respective spreadsheet entries. There are very disjointed events that influence the demands of the neighborhood, but in the end all your rackets are little more than targets – for you and your enemies.

There are some Sims-like elements, giving your characters and goons more backstory and traits, sometimes even supposed relationships. But in the end it’s little more than a game of cards where sometimes two cards match, and sometimes they don’t, and the results are numbers going up or down in a spreadsheet.
No matter which family you play, the cards are always the same, and especially in the beginning there is almost no pool to really choose from. If you lose your cards, they are just out of the game – they won’t come back working for one of your opponents, and they don’t have any real agenda. Even if they leave you due to terrible morale you can just rehire them. Even with all their stats and inventory and traits they never become actual characters that you care for.

And on top of that there is some diplomacy in the tradition of civilization, the so called “sit-ins”, where you could theoretically make deals from alcohol to non-aggression-pacts. But unfortunately the game has only one goal, and that’s eradicating everyone else. Leaving only one viable strategy that you are shown in the tutorial, and that from there on out will be the 15-minute-gameplay-loop you'll do over and over again.

There are little quests and story-bits presented as missions, but all of that doesn’t feed into the actual game right now, it’s little more than flavor text that is unfortunately generic. The voice-acting sounds too mechanical and out of place most of the time to shine; the wooden animations don't help in that regard.

Like everything else it feels like ingredients for a giant thanksgiving-meal they had been planning and shopping for, and they found the perfect center-piece and brilliant flowers and the single best receipts, but then they ran out of time, and you will have to dip your cold turkey leg into the ice cream while listening to Romero talking about all the great visions they had.

So give this a few years, or even better: See if there’s going to be an “Empire of Sin 2” because they sold enough DLC with it. Right now the asking price is ridiculous given the fact that you get little more than a -very polished – alpha version of the game. Have a look into their forums from time to time if they listen to the feedback.

Stop rewarding great ideas only because there’s a big name on the front and some nostalgia for a game you loved 20 years ago on the back. Give your money to finished games when they are worth it.

By the looks of the hype that came around this game we can definitely see that Gang war Chicago as turn based strategy got a big potential! But long story short this game is nothing But an ok graphics! Game play vise it is SOO broken that fixes and patches just wont get the job done, its much more efficient to start all over instead of trying to save this piece of Carp.

First and the most broken thing seems time! Getting out of a building can easily take your team 2 freaking days! Getting to other side of building or getting inside alley will probably also take 2 days. Talking with quest NPC can easily take few weeks of in-game time as the time doesn't auto stop when you talk with NPC. Or at the same time you can insta teleport to entrance of any building with a car leading to ability to spend almost no time at all to move, and you can defeat all bosses within 2 weeks of in-game time!
Upgrading buildings makes close to no sense at all especially when you can take out every enemy within 2 weeks while 1st upgrade takes 25 days and every next one will take even more time.
Trading with bosses is both broken AND ridiculous! 1st off you can sell to bosses any garbage you don't want and they will keep on buying it as long they can afford it and you trade items at almost 1:1 value rate, leading to you trading 4 lowest tier pistols for unique boss rifle or any other gun of top tier. 2nd that leads to even more ridiculous situation that you can trade out all items that opponent boss has equipped, then start a war with that boss go to their safe house and enjoy how opponents boss is aimlessly running around with no weapons or equipment, making boss fights even more easyer (not that they are hard in general).
AI....... holy $¤¤t it is dumb. continuously will run in your overwatches, sumetimes will just run away from you without attacking you even thou you are standing right next to him! Will stand without covers etc. And if this would be a multiplayer game I could forgive that but this is a freaking single player project!!! AI cannot be retarded in single player projects! Even on hardest difficulty AI does the exact same nonsense and only difference that occurs with changing difficulty levels is starting money amount and opponent boss starting equipment as on hardest difficulty bosses has unique weapons, but otherwise no difference at all.
And BUGS you get a freaking royal flush of them! Characters sliding around instead of walking animation, your units spawning in the same room as opponents boss, forced to restart to game due to visual UI overlapping, game crashes, all units spawning on 1 block, after you use car to get to location units stand in T pose, scenes that just wont ever start when talking with opponent bosses leading to restart, and the list just goes on and on and on!
This game gets 0.2/10 from me 0.1 for ok graphics and 0.1 for ok music overall 0!

    - Not enough depth and missing uniqueness on the business sim. Very repetetive
    - Missions are walking simulators
    - Missing immersion due to flat conversations and nearly no visual character movement. I cut off a finger of a person in the middle of the street and other ppl are just walking by - and the other person just stands there with no reaaction says "aaah" -" anyway - I will leave now"? Really? I even cannot see that my Character is doing something. It's just in the dialogue.
    - To few building types
    - First three fights are fun then it's just repetetive. No auto-resolve.
    - Totally unbalanced boss abilities
    - Missing feeling of the roaring twenties. My boss is driving Taxi? Really? No Damsel in Distress? There are so many movies to get inspired by.

Again as nice as the visuals are - everything else falls flat, and I really doubt that it can be fixed even with tons of DLC.

Good visuals. Good idea. Other than that, a huge disappointment due to the lack of depth, repetitive (including the 1 liner voice overs), is unpolished (bugged as hell). Therefore, simply boring. I played it when it came out and it was too buggy, so I went on to play . But then I saw it come to Game pass and it reminded me to go back and tried itt, since I had already bought it and all. MAN am I glad I did. I've sunk tons of hours into it since then, completed it a bunch of times (I still wish it was a bit harder, even on the hardest difficulty), and can't wait for more updates. I'm not one to buy DLC usually, but if the first one is a good one I might consider it.

I started playing this game on launch and though it had problems it has been improving massively since then. The main things I really enjoy about Empire of Sin is how engaging the storyline is. At the start you get to pick a gangster and after choosing Daniel Mkcee Jackson I really connected with him. He's this nice generous guy but he also has a dark part of him too. I've been playing this game for awhile now and though there are some bugs I encounter overall it's a nice game. I kind of dislike how the game ends so I want there to be some more to it. But after the most recent update I've enjoyed the game a lot more. I think they're doing a good job at improving the game so I'll keep playing!

OMG I love this game! I was hoping I'd find a true successor to 1998's Gangsters: Organized Crime game and was not expecting the incredible showcase that this game brings. So many hireable gangsters it feels like Jagged Alliance, the awesome combat is totally XCOM2, and the economics of the game where you're building an empire out of rackets is like a strategy game. Putting them all together was a stroke of genius and it plays really well, even on my crappy PC. GamePass has really brought the goods!

There are 14 bosses you can play and there's 60 gangsters you can hire. And a there's more voice-talking audio than I expected – it has really high quality. I know I'll be playing this one for ages.

Empire of Sin is a love letter to an era I would've loved to be a part of.
There's still some issues here and there, and I'd really like to see more depth with the story, but ultimately I've followed this game for a few months now and found that the devs have been incredibly responsive. They've dealt with my worst gripes. Combat is now a lot harder and things run more smoothly.

I've been holding off on writing a review for this... Because look... It's not perfect, but I do love it.

When I first got Empire of Sin, pre 1.03, it was a bit of a confused, buggy mess. I think a lot of people would agree with me on that. There were so many issues that I just opted to put it down for the time being with other players. I won't lie I was disappointed, but I held out a bit of hope because I was intrigued by the project and the devs made a LOT of promises for fixes.

A part of me was hoping to pick this back up around 1.04 but when I did I still felt there were some gripes with it. So (once again) I put it down.

I've given myself a re-introduction to Empire of Sin with 1.05 - and felt that I didn't really WANT to put it down this time. I still run into the occasional issue and I think that there could be more depth to both the story and gameplay (I think this is a sentiment everyone can agree on) but ultimately this game has the bones to be something great.... With time and patience. I enjoy myself, bugs are not so apparent and hey, the devs actually seem to give a ****

So if you're hoping to play something that's got a good foundation, I give this my stamp of approval.

My stance on Empire of Sin is this:
We have seen massive improvements over the months since release
    It's fun
And it might be one of the best gangster games of our current time.

I’m really enjoying Empire of Sin. 1.05 is the most recent patch. The Gangster Update

Lots of bugs have been fixed and there are some key gameplay changes like no rush . Really like that one. Makes it harder to complete a run. (Which is a good thing) Been playing mostly as Reyna. For me all that is missing is some more depth to diplomacy and business. Can hardly wait for the upcoming

I hope there's some way to talk to the developers of this game. I am very passionate about it and I think my ideas may be useful.

The game is fun. There is no disputing that. The combat is really great. X-com style with a fair bit of gore - it's a bit goofy at times but it's part of the charm. I wish there was a lot more WEAPONS - and more missions. Would love to see some more

AI can be stupid at times. Though it might be a bit unbalanced right now it is a fun game. I'm happy I picked it up during a sale. Fck me though I hope the DLCs are coming soon!! x)

Was so hyped for its release but after hearing so many negative reviews I didn't get it until recently... and being honest I STILL didn't think I'd like it when I bought it... I got it on sale (80% off) so I was willing to take a gamble.

I believe the game has been massively overhauled since release, because I'm having a lot of fun with it. Maybe it's because I got it on sale so I'm not

I believe the game has been massively overhauled since release, because I'm having a lot of fun with it. Maybe it's because I got it on sale so I'm not as ~demanding~ as someone who paid full price (40eur), but I would recommend it to anyone into empire management/tactical games. Steam and other places seem to put this one on sale quite a lot so I'd suggest keeping your eye out. Maybe with the future DLCs it'll make more sense to get it full price

As an Organized Crime enthusiast, this game hit all the right spots. Using real life criminals is awesome, and it seems that every boss has his/her own main storyline... Which is insane.... There's 14 (+?) bosses.. I'm actually excited to have a 2nd play-through with a different boss on a higher difficulty. I haven't experienced many glitches at all by the way, and I play on PS4. Set in atmospheric Chicago in 1920s, Empire of Sin puts you in a role of a crime boss aiming to become the biggest fish in the underworld. It borrows from many genres and all its intertwined gameplay mechanics (business management, RPG elements, turn-based combat that bears a striking resemblance to the XCOM series) are deep enough to create an engaging experience that requires constant attention. Apart from shallow diplomacy and unsophisticated enemy AI, Empire of Sin’s problem is that while it was skillfully put together from tried-and-true components, it doesn’t bring anything new to the table.
