While Rescue: HI-Surf isn’t the deepest drama we’ve seen, the rescue scenes combined with Wells’ knowledge of how to build characters around the action give us confidence that the series has potential.

O’ahu, a place with stunning scenery and, more intriguingly, a host of knotty local issues specific to a geographically remote tourism hotspot. The more “Rescue: HI-Surf” leans into this distinction, the better it gets — although the show is often content to linger on the telegenic, tropical surface.

It is possible that Rescue HI-Surf is still trying to find its footing, and the show might feel more cohesive as the season continues. Oftentimes, shows like this need some time to become fully formed, especially when it has to balance the "emergency of the week" alongside deeper character development. Time will tell if the show will sink or swim.

I would have liked a little boring local culture instead of the B-roll clips that speed by between scenes — lots of chickens — but that’s just me. Everybody’s pretty, the scenery’s nice, there’s some surfing. I can see people tuning in.

As diligently as creator Matt Kester checks off all these narrative boxes, he struggles to shade them in with any specificity or originality. Across the four hours sent to critics, most of the leads remain broad, bland archetypes.
