After the initial disasters, the rest of the show flatlines. Just as in the “CSI” universe, the lead characters are there to serve up exposition.

Predictable characters haven’t hurt the “CSI” crime shows, but this is Mr. Bruckheimer’s first hospital drama, and viewers accustomed to layered dramas like “ER” and “House” expect more.

The show doesn’t have any of the expert pacing and plotting needed to make those segments fly. The action just tumbles forth.

Parrilla is a compelling presence, and it's marvelous to see Northam all modern and un-martyred after his terrific turn as Thomas More in "The Tudors." But there is a strange lack of chemistry among the cast, perhaps because they are continually forced to deliver monologues on how difficult their jobs are and say things such as: "Life, so bloody beautiful."

It's got the action and the one-liners. It just doesn't leave you caring all that much whether you see it again.

The characters can better be distinguished from one another than the ciphers in "Three Rivers" but they still need time to develop and become something approaching realistic.
