In the year 2019, the explosion of information and misinformation was deemed a direct threat to the peace and security of society. In a daring decision, the government decided to create a new agency dedicated solely to information management. Now more than thirty years later, the government still closely monitors and controls information, suppressing anything they find undesirable. However, standing against their abuses of power are the Library, who have formed their own armed organisation with aganets known as 'book soldiers.'
