Summary: After a world-wide disaster of epic proportions, the population and economy were devastated and billions of people were killed. New nations were established by those who remained and struggled to survive in the cruel new world ravaged by hyper-hurricanes. However, poverty flourished and slums were widespread. New nations were established by those who remained and struggled to survive in the cruel new world ravaged by hyper-hurricanes. However, poverty flourished and slums were widespread. The ruling class called themselves "Logos" and maintained their position over the poor "Revenus" by force. Time has passed since then and Katsuragi Jo and Tsurasawa Hitoshi, escape from "Phantom", a special force organised to watch Revenus and to suppress renegade elements of the Logos. They take with them a mysterious girl, Noto Saya, who is hunted by various forces all with their own personal motives.
