The hour traces the split to the months following Sept. 11 as perceptions of terrorism crystallized. To U.S. policymakers "it's war," Matthews says, while in France and Germany the attacks were seen as simply a terrorist incident. Interviewed: British foreign secretary Jack Straw and former Secretary of State Henry Kissinger. Expand
