In an odd way Chris Sawyer's latest creation is a victim of the very sub-genre he accidentally created, that of the cynical "tycoon' cash-in - from "Zoo Tycoon" to "Casino Empire." Perhaps a better title for Locomotion might have been "Chris Sawyer's Tycoon Tycoon."- Gamers Europe

Overall the game offers an in-depth experience with plenty of missions and lots of action to keep all the wannabe Biggles fans out there happy. It’s not bad, but it’s not great either – it’s just plain average. That was good enough for Goldilocks but it sure as hell wasn’t good enough for me. Considering that Spartan had a core staff of a dozen people and 170 QA personnel means that the game is quite an achievement – Diablo 2 took closer to 2,000 people to create. A disappointment. It has a serious story but an ill-fitting cartoon look (or vice versa), it has fast-paced game elements tied to a slow, ponderous combat process and it’s too rough around the edges – though nothing is fundamentally wrong it has too many small flaws and they all add up.- Gamers Europe

It’s such a welcome breath of fresh air from all those orc and goblin LOPOs that plague the genre, and the release time is perfect. With World of Warcraft on the way, CoH will have had enough time to snare a good player base and I seriously doubt that anyone will be switching over.- Gamers Europe

The graphics are superb and has audio to match but is let down by dodgy path finding and to a lesser extent the humorous voice acting. As it stands it is a competent if somewhat flawed RTS in a very competitive genre.- Gamers Europe
