The plot made no sense and it seemed like they completely threw out everything that made the first two films so good in order to make something totally different. It was, simply put, an awful movie that didn't need to be made.

It has a very different atmosphere compared to the other two Ninja Turtles films, and resembles one of the (bad) episodes of the original animated series. While all the good-side characters were there, their performance was mediocre, and it all felt like a silly joke. None of the antagonists manage to portray a sense of threat like The Shredder did, and did we really need another Hollywood film that insists on using the British as the bad guys?
There are so many silly jokes that some of them land, but in the end, I couldn't even bear to watch it to the end. The 2003 animated TV series is far superior to this entire sad production.

TMNT 3 is where we start to lose the plot. Turtles in Time was a very popular video game, so the idea being slightly translated could have been good for a film, except that it ignores the plot of the game, and the actual show. The other weakness is losing Jim Henson's creatures, who created the Turtles and Splinter for the first two films. The animatronics and bodysuits are cringe worthy. Expand

The idea was most likely inspired by the successful videogame Turtles in Time. This idea has potential imagine the possibilities for the Turtles to interact with historic figures. Also the Sengoku period of Japan is an excellent choices. Remember the legendary Samurai, Ninjas and conflicts they could use for this. However the reality is much less exciting. The main weaknesses are that the plot takes too long to start, the villains are not intimidating or even boring and the overall story never reaches a level that took my interest. Even after watching it multiple times I cant remember an awesome scene. But it is not only that. The humor is also weaker and the acting is mediocre but not that bad or awful. I think the film was in development hell or conflicting ideas (visions) were clashing and ruined the movie. The fight scenes and effects are acceptable. Overall not worth watching but not terrible enough to regret it. Unremarkable would be a fitting description. Expand

A blatantly bad film. The plot/script is almost non-existent and loosely follows the Turtles through time while they try to save April O'Neil. There are a few scenes that are funny, but largely the script writers had no idea what they were doing.
