Mike Leigh brings an overwhelming simplicity and severity to this historical epic, which begins with rhetoric and ends in violence. There is force, grit and, above all, a sense of purpose; a sense that the story he has to tell is important and real, and that it needs to be heard right now.

Peterloo starts slowly, takes its time and sometimes tries one’s patience. Don’t expect heartwarming domestic stories. The people are vivid and the acting is superb; as always, the director and his cast have collaborated on the screenplay through improvisations that coalesce into a working script. But the search for understanding — of the massacre and the events leading up to it — is more structural than individual.

Though Peterloo brims with 19th century authenticity, from its hardscrabble interiors and stately halls of power to the quiet beauty of its rural scenes, it’s no costumes-and-decor drama — Leigh’s focus is on the rhythms of talk in all the ways it influences: as rant, argument, posturing, strained politeness, open skepticism, and full-on performance.

Leigh’s egalitarian insistence on voices for all means that there are a few too many of them in play. Still, there is a fascinating wealth of detail, both in the vividly recreated period backdrop and, more remarkably, given the sheer volume of people on screen, in the characters, however fleetingly they appear.

The synergy between the root cause of the peoples’ unrest and some of what we see today will not be lost on many viewers; it gives Peterloo a sense of immediacy that some history-based films don’t have. I learned things while sitting in the audience and that’s a claim I rarely make about any motion picture circa 2019.

The best thing about the movie is its look. The great Dick Pope, Leigh’s go-to cinematographer, returns to the 19th century he so masterfully re-created in “Mr. Turner,” earning an Oscar nomination. The colors in Peterloo are rich but not at all sumptuous. They look lived in. The moviemaking line between beauty that’s absorbing and beauty that’s distracting is thread-thin. Pope, who also served as chief camera operator, makes sure that the thread never breaks.

This is a movie that’s back-loaded to the extreme: all of its action takes place in the last 20 minutes. Not that Leigh would ever be confused with Tarantino, but it would have been considerably more engaging to have started with the main event and moved backwards to how we got there.

Mike Leigh’s expansive, exhaustive, and extraordinarily thorough portrait of early 19th-century political activism is, to put it one way, deliberate in pace and tone. To put it bluntly — and in an argot more readily familiar to its cast of working-class characters — the film is bloody well dull.

Peterloo, despite top-notch set and costume design, is this claustrophobic, interior movie. And despite the wall-to-wall dialogue, there is little character development — everyone seems to be a “type” rather than an actual person. So when the massacre does come at the end of the film, it is oddly underwhelming.
