I'm going to segment this review into a few sections: Performance, Gameplay, Story, and Subjective.

PERFORMANCE: For reference, I am playing on PC. I have a 1660 TI, 16GB DDR4 RAM, and an AMD Ryzen 5 3600 6-Core processor. My machine is by no means top of the pile, but it's easily able to run things like DOOM Eternal or The Witcher 3 on Ultra with stable, 60+ FPS. That is not the case

For reference, I am playing on PC. That is not the case with this game. Even running on medium, I average about 45 FPS, which sometimes reaches 60 when I'm indoors, and consistent drops to 30 when I'm driving. I have up-to-date drivers, and I'm not trying to run this with ray tracing - I'm not dumb. This game runs *atrociously,* which makes the game difficult to enjoy.

    GAMEPLAY
The ability to recruit operators is implemented quite blandly. They amount to little more than an aesthetic change with very slightly different abilities - maybe a different gun or a different gadget, more commonly slightly bonuses in melee combat. Speaking of melee combat, it is unbearably dull. For reference, I was playing with a PS4 controller. Melee consistent mostly of waiting for your opponent to swing, dodging, and then performing a counter-attack. That's it. It goes no further than that. You can take on a theoretically indefinite number of enemies in this way, as you are invulnerable while attacking. There is a sidequest where you must compete in various underground street-fighting competitions, and it was undoubtedly one of the dullest parts of the game. The gunplay is fine. Nothing to write home about, nothing to complain about. The stealth is identical to any other Ubisoft game. The nemesis system is virtually non-existent - it doesn't go much deeper than simply marking someone who killed your operator as "Adversary" and giving you a bonus reward for killing them. Overall, the gameplay is bland but not horrible.

    STORY
Most of this will be subjective. I find the premise a little ridiculous, especially considering that this is supposed to be London one year from now (the game is set in 2021.) The UK government has dissolved the Metropolitan Police and replaced it with a private military corporation. This corporation is essentially free to do as it pleases, violating the rights of the citizens of London, however and whenever they please. Without the proper set up, this just comes across as absurd and difficult to believe. With the approach of having infinite playable operators but no established main character, the story is difficult to get in to, as the lack of a protagonist that we journey alongside throughout the plot makes emotional investment a chore.

    SUBJECTIVE
Honestly, I hate the aesthetic of this game. The original Watch Dogs game, flawed though it was, knew what it wanted to be. Aidan was dressed mundanely but believably, in such a way that he looked cool, but also liked any guy off the street, which is to be expected for someone who wants to maintain a low profile. Watch Dogs two began to branch out a little bit with the aesthetic, giving characters LED masks with changing faces. This felt a little off to me, but honestly, it was bearable. Watch Dogs 2 also had a more grounded feel, as the protagonist (whose name escapes me) had to use something other than a smart phone for some tasks, given the limited capacity of such a device. In Watch Dogs Legion, the aesthetic is all over the place. Characters can have holographic cat ears or halos. They have flashy jackets and shiny pants, despite the fact that they are attempting to covertly fight against tyranny - so one would imagine they'd need to blend in. Half the characters look like they're at a contest to become a Skrillex groupie, and the other half look bland. The hair, as it usually does in Ubisoft games, looks very bad, like painted fabric glued on to silicone.

I didn't have very high expectations for this game. I thought it would probably be an ok game that would probably feel like any other Ubisoft game. As far as exploration goes, at least there aren't any towers. 4 / 10.

Although you can recruit anyone in the world, the gameplay barely differs between characters and it all feels the same. I would recommend getting it on sale and not getting it at full price as it isnt worth it. Expand

frankly the best thing about the game is the setting.
as usual, the ubisoft game is poorly optimized and polished, waiting screens are horrible and long. the characters lack soul and although the concept of the game is very good, the development is disastrous, I have played 3 hours and I feel that the story is dust, it is a pity that ubi does not know when to stop exploiting his sagas.

This is a very poor and lazy effort, and inferior to both previous Watch Dogs in almost every conceivable way. Pretty much the only thing it has going for it is the London location.

The dialogue is cringeworthy; characters in the game speak like a 50-year-old’s idea of how teenagers speak… and they do this no matter their age or social class. Hearing a Barrister say “that’s well lit”…

The dialogue is cringeworthy; characters in the game speak like a 50-year-old’s idea of how teenagers speak… and they do this no matter their age or social class. Hearing a Barrister say “that’s well lit”… just, please… no. And almost every character (including the supposed comedy AI narrator that’s ripped off Portal 2) swears constantly in a way normal people simply don’t. And no attempt has been made to make the voices sound like they’re coming from the actual character in the game environment - it’s just a raw file from the soundproof recording booth pasted into the game with no post effects.,

The voice acting itself is abysmal with Dick Van Dyke “cockernee” accents and horribly flat emotionless “phoned in” delivery. And the way they’re sometimes inappropriately matched to certain characters likenesses strays into uncomfortable racist territory (witness an Asian female character speaking with a Jamaican accent, for example).

The graphics… well, it’s a sort of London (heavy condensed - would only fool tourists), and the buildings and streets generally do look great. But, unlike previous Watch Dogs games, you can’t go into any of the shops. The cars are mostly electric, but don’t sound like actual electric cars (they seem to change up through “gears”!) and the steering is very laggy. And there’s no in-car “cockpit” view - the previous two games had this, why is it missing here? In fact just about every cool feature from the previous two games is missing in this one, such as your mobile phone.

The playable and NPC character models are awful - they’re all slightly freakish-looking in some way or other; again, worse than the previous two games.

The plot is… hardly anything worth thinking about. You’re part of an underground movement fighting against bad people and a bad establishment. The game is just boring, with every mission feeling pretty much the same, and many missions going back to locations you’ve already visited.

Seriously… play this for a bit, and then go back and play the original Watch Dogs (which came in for so much criticism at release)… even in 2021, it’s much more fun.

why do we need this game? To find out that you can create London, I saw it in Syndicate (and it was great there) I miss the Noir of the original watch dogs, its hero lacked a bit. If there was a greater emphasis on realism, closer to the series mr Robot, this game would be a masterpiece, and the new assassin's creed. But now, it's just ridiculous.

A core principle of the game. you no longer have that. you have a bunch of bland characters that ubisoft tries so hard to shove down your throat that they are british. we get it, it is london. not every has to wear a british flag, a knight helmet or see a british flag every 10 feet in the game. its cliche after cliche and stereotype after stereotype. also if you kill someone you cant hide there body anymore so another person doesn't find them and set off an alarm. hours into the game and you still don't have a lethal gun. everything is non lethal. i get it its britian and guns arent legal. but come on its a damn video game. its watchdogs for crying out loud. the hacking also seems more like your swiping your credit card rather then actually hacking anything. its very quick and not satisfying. it seems they left out or shortened all the great small details that made watchdogs, watchdogs. i have been forcing myself to play it thinking..."i bet it gets good now". and never does. london of course has narrow streets so forget about highspeed chases. all you have to do to get away, is run and you will get away every time. i have literally never been caught fleeing anywhere. doesn't matter if you are on foot or driving. i bought the game for $40. i still wouldnt recommend it. if you are that curious buy it used at gamestop for $20 when you can or wait until it drops. it's just not worth the money. I wouldnt recommend it at any price but if you are curious, get it cheap. there is nothing they can do to improve the game. the problems are the very core of the game itself. horrible story, boring characters, boring weapons, no action. there are only about 7-8 types of vehicles in the entire city. this includes a scooter and 1 motorcycle. ubisoft was developing a few games at once and it shows this was not a priority. bare bones with everything. not even including the basics that made watchdogs a great series. The main gimmick of this game is the recruit anybody feature, that let's you recruit and play as any NPC you find in the world. The problem here is the voices, where some voices simply do not match at all what the character model looks like and some accents are delivered in very hard to understand ways.

The AI seems to have trouble using their weapons to kill the player, because they will instead try to circle around them to gain some type of tactical advantage, but then stop short of doing anything with it.

It's not like the game is inherently awful or broken. It's just so painfully generic. This is the same game as all Assassin's creed games and Far Cry 2-5. Watch Dogs: Legion even has the stock "Comedy" character, who, while somewhat entertaining, just seems like a character that needed to be added because they needed to check off the "Humor" box.

It's a perfectly functional game. And if you're looking for another Ubi-sandbox game, then this will keep you busy. But you could also play any other modern open-world sandbox game, and probably wouldn't be able to tell the difference.

The humour is hit and miss, at times funny and gets a chuckle at other times you're wishing you weren't playing the game. The incredible cloth physics from the last 2 games especially with coats is now gone, instead we have cardboard clothing that clip through everything including the cars your driving and bikes you're riding and looks terrible, the control scheme is also awful and even when you change the buttons to suit your play style it forces other prompts to be left out or combined with the same button as others, at first this doesn't seem so bad but after fiddling with the controller layout for over 3 hours there is no fluid way to have control of the game.

None of the characters you can really relate to and there is no chemistry between the characters unlike Watch Dogs 2 were the characters would often make jokes with each other and actually have emotions. The gameplay is lacking where they got rid of some features such being able to choose what weapons you want and being stuck to very slim to no options. There is no phone feature and you can not edit the music to make your own playlist or call in cars. The only way to get a car is hoping your character has one standard or steal one. The handling model for cars feels worse than the previous games and cars seem slower too. The characters will often share the same voice actors and voice lines. The missions seem very straight forward and simple. Ubisoft got rid of the fun puzzles and side game modes. Overall the gameplay seems like a worse FarCry with technology were you go to one district and liberate the place but there are less missions than a FarCry game and they are way easier. I would only recommend this game if it was Pre-Owned and on sale for Black Friday, the game is not worth it and unbelievable boring. The game has also major crashing issues, I have experienced over 10 crashes in my time playing. Expand

My gripes really stem from the place of being a fan. Anyone entering Watch Dogs: Legion looking for a by the books open world game is going to find a lot to enjoy. There are small puzzles to solve, plenty of collectibles, lots of missions and I would say the shooting and driving are the best this series has ever been. Fans of the series like myself however will be disappointed by the lack of enjoyable characters as well as stand out missions and story beats. With how close Legion is releasing to Assassin’s Creed: Valhalla and Immortals Fenyx Rising it feels like Watch Dogs: Legion was left to fight for your attention and your money with less money put into development. I would recommend both Watch Dogs 1 & 2 as well as plenty of other Ubisoft experiences from the last few years before Legion at full price.

Ubisoft have done well with this game but if you get frustrated easily I would maybe wait till this game has had a few more updates first before playing it.

It’s a convincing facsimile, which makes trying to save it from Albion and its assorted cronies a more compelling task. And Legion’s big gimmick is that you can play as, well, anyone. Construction workers, lawyers, YouTube stars, retired cage fighters, Anarchists, football hooligans. All are served up by Ubisoft’s smart procedurally-generated trick, each with their own look, background and sometimes even voting record.
