The game nails the customization and has some cool ideas all its own, like the superb fusion system. Unfortunately, it does very little with its open spaces, and they aren’t particularly visually interesting. With bland interior levels, shallow side missions, and rather listless combat, it’s ultimately a game that feels half-baked.
