"Operation Raccoon City" has a cool concept, but it doesn't live up to its potential. The idea of revisiting the events of RE2 through the perspectives of the bad guys is great. While the co-op campaign is moderately entertaining, the game suffers from a number of issues. It contains sloppy controls, numerous glitches, bland environments and poor A.I. The competitive multiplayer is so horribly unbalanced that it feels unfinished. Visually, the graphics are decent and the designs of the Umbrella anti-heroes are quite stylish. Overall, the game is just lackluster. It's too bad Capcom didn't assign the project to an upper tier developer. If that was the case, "Raccoon City" would have held its own against "Gears of War" and "Left 4 Dead". As it is, I would rate the game with a 5.4 out of 10. Expand

As it turns out-It IS that bad, unfortunately. There is a really interesting premise here, but it isn't handled well. The levels you do see from the previous games don't quite look the same. And they will be crawling with enemies. I can understand that they didn't intend to make a horror game, but as a shooting game it still doesn't work. Even the best guns aren't accurate and can take half of your ammunition just to get by two zombies.

Definitely not worth playing through, even for the biggest RE fans.

This review contains spoilers, click expand to view. Everybody knows that you can't make a resident evil game by just puting some elements like green herbs and zombies. So I can understand why so many people are disappointed with the game.

Also there are many stupid things happened to me during gameplay. For instance, there was a enemy needs to be killed, i tried to kill her for minutes, empty all magazines on her, she was like a bullet sponge. She was immortal. After trying many times i just gave up and run towards her. Guess what happened? A cutscene started, it turns out, she wasn't meant to be killed. She just ran away... Also, in the end, being able to kill important main characters was unnecessary. Who really wanted this?

Otherwise action was not bad, had fun in some parts. it's by no means the worst action game. If you love RE universe and looking for more action packed game, it can be a okay mix.

Resident Evil: Operation Raccoon City, along with the infamous RE Survivor 2 and Umbrella Corps, represents everything a game of this saga should not make.
An impressively generic and bad video game.
*STORY*: Members of Umbrella's security forces have a mission to eliminate all evidence of the disaster caused by the T virus and kill the survivors of the Raccoon City incident.

Uninteresting, generic characters and history that for obvious reasons is not "canon" (and thank goodness it is not, often ogre).

*GAMEPLAY*: Operation Raccoon City has a correct base, but very little polished and quite inferior to its direct rivals in this type of playable mechanics.

*GRAPHICS*: This Resident Evil delivery is graphically justified, but what kills her is her generic artistic direction.

*SOUND*: The only section where this game meets. It doesn't stand out at all, but it doesn't do anything wrong.

*INNOVATION*: Operation Raccoon City tries to get into another type of video game for the saga, but it is a disaster with capital letters that offers nothing new or interesting.

The setting of the game is very good. Several scenarios of Resident Evil 2 and 3 are presented in the game, but not absolutely faithfully. I missed some important scenarios of the original games and also found that there is a certain repetition environments on city streets.
The sound of the game is ok, you can not complain. The controls respond well and the specific commands used are practical.
The gameplay of the game is good, but the A.I. CPU has problems even after the correction patches. In strategic situations almost always you will have to solve the problem, but the CPU is not even useless, as they help in various situations. The enemies have a very basic artificial intelligence, but not enough to compromise the game. In fact, even in easy mode the game has a considerable difficulty, especially in leaders.
The game's plot is interesting, but brings some confusion related to the main series. It seems that lacked greater care of it.
And I can finally say that the game is really fun, especially when playing with friends. The main campaign is not so long, but it can be extended to almost double the hours with an additional DLC.

Worst Resident Evil game I have ever played! It's so bad that I don't wanna give it a proper review on Metacritic. Despite this, I will give Operation Raccoon City a fighting chance by talking about the pros of this game before we send this abomination back to the depths of hell.

What is good about this game...
    - Each character you play as has their own special abilities and perks. Some of these abilities and perks prove better in certain situations, giving each character their own uniqueness.
    - The missions in campaign in terms of scenery and area are designed pretty well. Say what you want, but it does feel like a city when you walk around on the streets, especially when you see the tons & tons of zombies coming after you.
    - The Versus mode - PvP maps are also designed well. There is just the right amount of space for all 8 players to work with, and when 8 player games happen it gets chaotic.

Mixed Feelings that don't quite hit positive or negative...
    - It takes a lot of ammo to kill a Hunter even when working as a team. In Campaign mode it may not be a problem for some, but in PvP it's constant harassment for all.
    - There are no single player modes in this game.

Now it is time to "destroy" this game, something everyone was waiting for...
    - DLC: If you download any, and your friends don't, you cannot play with them any more.
    - There is a heavy variety of weapons to choose from, but is ultimately pointless! The only weapons you'll ever need in this game are the Samurai Edge, and a Shotgun of your choice -- that's it!
    - The game will crash at the most random times, and there's no way to avoid it. One time I turned on the game and it crashed right on the title screen.
    - Invisible enemy bug: one time my friends and I had to fight an invisible Hunter mob, only for the game to crash at Mr. X.
    - Lack of enemy variety for the amount of killing you have to do. You are shooting the same enemies over and over again.
    - Laggy frame rates during cut-scenes, and some scenes are just pointless filler.
    - Campaign is only 4 hours long...
    - Game was priced at $60 at time of it's release. A $60 value for only a 4 hour campaign.

As you can see, the negatives far overlap the positives to the point where the game is a disaster. Operation Raccoon City should have started in the bargain bin at release rather than the shiny glass display cabinet. I have it sitting on my shelf right now collecting dust, and that's probably where it's going to be for the rest of it's days. If you see this game in the stores, resist all temptation to buy. You'll get more for your money spending it at fast-food, or buy that special special someone a present over buying this game.

ORC is simply too shooter-oriented to even count as a Resident Evil game, but at the same time too low in quality to compete with other third-person shooters. While a few in-game features showed some promise, the game is overall infected with poor AI, bland game-play, flat and unmemorable characters, and an exceedingly short storyline.

Despite my apologetic approach to all Resident Evil games, this games was just very disappointing, the controls were very stiff and the game had more glitches than I could count, the story is also very, very short. Despite that, the game still has a nostalgic factor in it's favour and essentially, stops the game from being absolutely terrible.

It's not enough to save Operation Raccoon City though, which ultimately is a title that feels too rushed to warrant any great investment on the part of the player. That it's sold in such high numbers (at time of writing it's number one in Japan) says a lot about the strength of the Resident Evil brand which, if ORC is anything to go by, is in danger of being fatally diluted.
