Why does anyone eliminate all the best characters from a show and then creates a spin-off with the most annoying character / actor as the main actor?

In the original Power the guy who played Ghost had something, lets call it sharisma for arguments sake. The guy who plays Tariq just does not have it, very much to the disbenefit of this show.
