Yes, Nickelodeon put out a high number of high quality 'nicktoons' during that decade, but Hey Arnold! had more depth and realism than the others. It takes place in the real world and revolves around a group of kids who live in the same area and go to the same school. Mainly from the perspective of Arnold but there are some episodes that put the main focus on other characters.

The characters themselves are fleshed-out and well written, the setting is realistic and diverse with detailed locations, and it's stories range anywhere from deep and nuanced to light-hearted and fun. The creators of the show did a masterful job with regards to casting the child voice actors. All of them knock their roles out of the park. The writing was also really well done and depicts many real life situations kids, as well as adults, go through in life. There's everything from humor to heartbreak to heartwarming moments.

The show is targeted towards kids between the ages of 10-14 but also has enough depth to appeal to older audiences.

For anyone who is interested in cartoons, especially those created in the 90's, I highly recommend it.
