Way better than FIFA and Winning Eleven, hands down. I returned those two the next day while I'm still playing WTS2003 non-stop. It would be a 10 if the referee wasn't so stupid as to send out a player for a dumb unintentional handball in the middle of the field and other minor details. The best soccer game out there, period.

Great gameplay and depth. Highly replayable with enough modes to keep you busy for months. Player attributes actually mean something. The only drawbacks are a poorly designed free kick system and sub-par sound effects.

Unparalleled depth and excellent gameplay. A huge improvement on WTS2002 and miles ahead of the FIFA line.

Although there aren't any online features or a training mode to teach newcomers the characteristics of soccer, the variety of game modes is astounding, and the gameplay is enthralling.
  2. With tons of game modes and a large number of customizable options World Tour Soccer 2003 will bring back soccer fans for more, even with it's short-comings.

The controls are fast and tight and there are enough play modes to keep you coming back to the pitch for quite some time. [Feb 2003, p.30]
